Manipur State Legal Services Authority (MASLSA) is constituted under section 6 of the Legal Services Authority Act, 1987 vide Notification No. 3/19/97-Act/L dated 19-01-1998 issued by Governor of Manipur in consultation with Chief Justice of Gauhati High Court, Guwahati. It was again reconstituted vide Notification No. 15/3/2015- MASLSA/L dated 24-03-2015. The post of Member Secretary is filled from cadre of Manipur Judicial Service, Grade -1. The office of MASLSA was earlier situated at Cheirap Court Complex till it was shifted to its present location at ADR Building, Lamphel Court Complex, Lamphelpat.
The Manipur State Legal Services Authority has been constituted to give effect to the policies and directions of the NALSA and to give free legal services to the people and to conduct Lok Adalats and mediation in the State of Manipur. District Legal Services Authority (DLSA) has been constituted at every district to organise legal literacy programme and to implement the policies/ directions of MASLSA at district level. The District Authority is located in the concerned District Court Complex and headed by the District & Sessions Judge of the district as Chairman
